Tom DeLucia
Tom DeLucia is a Project Manager based in Innova’s Philadelphia office. Tom currently provides critical leadership and support as the Project Lead for numerous initiatives across the Mid-Atlantic, Maryland, Puerto Rico, and St. Thomas (USVI), engaging in both Preconstruction and Construction Administration.
Upon joining Innova, Tom was immediately entrusted with contributing to the construction administration efforts for a challenging $27 million flood remediation project in Brooklyn. This high-priority effort was essential in the restoration of 1,321 units of affordable housing for clients Pennrose and NYCHA, following the devastation of Hurricane Ida in September 2021. The project required the coordination of extensive remediation and infrastructure replacement, including boilers and electrical equipment.
Tom’s project experience, developed through collaboration with various teams, spans a wide geography, including Texas, Colorado, Pennsylvania, New Jersey, New York, Maryland, Puerto Rico, and St. Thomas (USVI). Leveraging his General Contracting background, he was a key contributor in the successful completion of the Rowhome 2.0 project, an innovative market-rate passive house rowhome in South Philadelphia.
He brings prior foundational experience from the Heavy Civil General Contracting sector, where he cultivated his skills as an Estimator & Project Engineer on Highways & Bridges, Pump Stations, and Site Work projects.
Tom holds a bachelor’s degree in Civil Engineering with a minor in Construction Management from Drexel University, graduating Magna Cum Laude. While at Drexel, he had the opportunity to demonstrate his interest in community-focused development by leading a small team in the design of a modular, multi-family housing solution that prioritized affordability, sustainability, and community integration in Philadelphia’s Brewerytown neighborhood.
