Construction Monitoring Scope of Services


Innova serves as the Owner's Representative during the construction process. Innova's Project Managers define and enforce the project controls to be used by the architect and contractor during construction.   The scope of Innova Construction Monitoring includes the following key elements:

Change Orders:  Innova reviews all change orders and intervenes when necessary to seek cost justification and/or to identify where in construction documents the change order scope is included.  Whenever the change order scope is not included in the construction documents, Innova determines the cause (e.g. errors and omissions in design, unforeseen conditions, unavailability of specified products, owner requested upgrades, etc.).  Innova requires that a change order log be kept by the contractor, listing all pending and approved change orders with a brief description of the change order, the add (or deduct) in costs associated with the change order, and an accounting of the current contract amount incorporating approved change orders.  Innova requires the contractor to provide a full accounting of subcontractor and material costs, contractor supervision costs and contractor profit and overhead. 

Schedule: Innova, along with the owner and the contractor, establish the construction schedule - in particular the Substantial Completion date.  Innova monitors the schedule during construction to determine when slippage has occurred and if there is a need for a recovery schedule.   Innova requires the contractor to provide monthly schedule updates to track actual progress against the baseline (original) schedule. 

Submittal Review: Innova requires that a submittal log be established and that the design professionals are returning submittals in a timely manner.  When submittals for product and/or installation methods alternatives have been rejected by the design professional, Innova intervenes to determine if the suggested alternative is acceptable to the owner.

Request for Information (RFI): Innova requires that an RFI log is established and ensures that a prompt and adequate response is provided by the design professionals.  Innova reviews and approves all of the design professionals' responses to contractor's RFI to ensure that the cost impact of clarifications to the design are minimized.

Substitution Request Review:  Innova requires that a substitution request log be established to allow our review of all substitution requests for consistency with the owner's design standards, and to ensure that a prompt and adequate response is provided by the design professionals.

Utility Coordination: Innova reviews utility layouts and attends the civil engineer's utility coordination meetings as necessary.

Interior design coordination:  Innova coordinates and monitors a meeting of the interior designer, contractor and Architect. Such a meeting maintains open and direct communication among the team to ensure that design decisions do not present an opportunity for cost increases and to allow the contractor ample time to order finish materials.

Field Observations: Innova performs on site review of construction progress, typically once every two weeks, prior to the owner's meeting to determine the critical issues that need to be addressed by the project team.

Special Inspections: Innova coordinates special inspections required by investors for equity draw-downs and final acceptance. Innova reviews third party test reports for compliance with project standards and brings problematic results to the attention of the design professionals.

Applications for Payment: Innova reviews the GC's application for payment and schedule of values. Innova forwards its comments to contractor and architect for implementation.  Innova follows up with the owner to ensure that payment to contractor occurs in a timely manner.

Punch list: Innova performs a pre-Substantial Completion review of construction methods, materials, finish quality, and operational integrity to head off any major punch list disputes. During the punch list process, Innova accompanies the architect to set standards of review and to oversee the satisfactory completion of the process.

Management hand-off:  Innova coordinates the meeting of management staff with construction staff for on-site instruction of maintenance procedures and will oversee the contractor/architect's distribution of 'as-built' documents, and operations maintenance manuals to management staff.
